GBIC in partnership with the City of Brownsville invites proposals from qualified utilities (“Respondents”) for the delivery of electric service to meet the electricity requirements of all the
ultimate retail industrial and commercial customers in the industrial park as well as any facilities required for the industrial park’s operations. The load requirements are described in the attached
conceptual engineering report, titled “Greater Brownsville GBIC Industrial Park Power Demand Analysis” dated August 7, 2025 (the “Report”).

Addendum No. 2, issued on August 22, 2025, updates several key deadlines for the RFP on Electrical Infrastructure Development at GBIC Industrial Park:

Deadline to submit questions/clarifications: Monday, September 8, 2025, at 5:00 p.m. CT

Deadline to submit Notice of Intent: Monday, September 8, 2025, at 5:00 p.m. CT

GBIC responses to questions/clarifications published by: Monday, September 15, 2025, at 5:00 p.m. CT

New proposal submission deadline: Thursday, October 16, 2025, at 5:00 p.m. CT
